Course Description

The OSHA 30-Hour Construction Industry Outreach Training Program provides advanced hazard-awareness training for individuals working in or preparing to work in the construction industry.

The program focuses on the recognition, avoidance, control, and prevention of workplace safety and health hazards commonly encountered on construction sites. Participants also receive information about workers’ rights, employer responsibilities, OSHA resources, and procedures for reporting workplace safety concerns.

The 30-hour program provides greater depth and a broader variety of safety and health topics than the OSHA 10-Hour Construction Outreach Training Program. OSHA describes the 30-hour program as more appropriate for supervisors and workers who have some safety responsibilities.

Working in Construction in New York City?

New York City has additional safety training requirements under Local Law 196 for construction and demolition personnel working on certain job sites that require a Site Safety Professional.

For an eligible new SST Worker Card, NYC DOB currently recognizes a 30-Hour OSHA course completed within the applicable five-year period as part of the required training pathway. Additional NYC DOB-approved Site Safety Training is required to reach the required SST training hours.

Important: Completion of OSHA 30 alone does not automatically provide an NYC SST Worker or Supervisor Card.

Learning Objectives

Upon successful completion of this program, participants will be able to:

1. Explain workers’ rights, employer responsibilities, OSHA resources, and procedures for reporting workplace hazards or filing a complaint.
2. Identify and evaluate major construction hazards, including falls, electrocution, struck-by hazards, and caught-in or between hazards.
3. Select and apply basic hazard-prevention and control measures, safe work practices, and appropriate Personal Protective Equipment.
4. Recognize hazards associated with ladders, scaffolds, excavations, tools, equipment, material handling, and other construction activities.
5. Apply basic principles of safety management, communication, hazard recognition, and preventive leadership.

Course Curriculum

The OSHA 30-Hour Construction Industry Outreach Training Program requires a minimum of 30 instructional contact hours.

OSHA Focus Four Hazards

The Focus Four portion addresses:

Falls — Minimum 1.5 Hours

Elective Topics — Minimum 12 Hours

At least 12 hours of elective training must be provided, covering a minimum of six OSHA-designated elective topics.

Except where OSHA specifies otherwise, instructional topics must be at least 30 minutes. Foundations for Safety Leadership, when selected, has a minimum instructional time of 2.5 hours.

The remaining 4 hours may be used to expand required or elective topics or address other occupational safety and health hazards relevant to construction work.

7 Safety Training LLC uses an interactive adult-learning approach that may include:

OSHA expects Outreach classes to include interactive activities such as workshops, case studies, exercises and demonstrations involving student participation.

Training Options

In-Person Training

Traditional instructor-led classroom training conducted by an OSHA-Authorized Construction Outreach Trainer.

Live Instructor-Led Videoconference — Zoom

Live OSHA Outreach Training may be conducted through an approved remote video-conferencing format when all applicable OSHA Outreach Training Program requirements are followed.

For remote participation, students must:

• Attend the training live.
• Use a device equipped with a functioning camera and audio.
• Remain visible and actively engaged throughout the training.
• Participate in required instructional activities.
• Comply with identity verification and attendance requirements.

OSHA currently permits live video conferencing. Trainers and students must use camera and audio hardware throughout the class, and cellular devices are not permitted to deliver or receive the training. OSHA also requires advance notification to the trainer’s ATO before a video-conference class.

Prerequisites

There are no OSHA course prerequisites to enroll in the OSHA 30-Hour Construction Industry Outreach Training Program.

Participants do not have to be currently employed to attend the training.

Course Completion Requirements

To successfully complete the program, participants must:

• Attend 100% of the required 30 contact hours.
• Complete all required course topics.
• Actively participate in instructional activities.
• Comply with attendance and identity-verification procedures.
• Meet 7 Safety Training LLC’s applicable course-completion requirements.
• Complete applicable assessments when required for continuing education purposes.

OSHA requires students to attend the entire class and complete all requisite topics and minimum contact hours to receive a Student Course Completion Card.

Upon Successful Completion

Eligible participants may receive:

7 Safety Training LLC Certificate of Completion

A Certificate of Completion documenting successful completion of the training program.

OSHA Outreach Training Program Student Course Completion Card

Following successful completion, the OSHA-authorized trainer submits the required class documentation through the trainer’s Authorizing Training Organization for processing of the applicable student course completion card.

OSHA requires the card to be issued directly to the student within 90 days of course completion. The card is a course completion card, not an OSHA certification or professional license.

Continuing Education

3.0 IACET CEUs*

One IACET CEU represents 10 contact hours of qualifying continuing education and training. Therefore, an eligible 30-contact-hour learning event may qualify for 3.0 IACET CEUs.
