Course Description

The OSHA 10-Hour Construction Industry Outreach Training Program provides entry-level construction workers with fundamental safety and health hazard-awareness training.

The program focuses on the recognition, avoidance, control, and prevention of workplace hazards commonly encountered on construction sites.

Participants also receive information regarding workers’ rights, employer responsibilities, OSHA resources, and procedures for reporting workplace safety and health concerns.

The course emphasizes practical hazard awareness rather than an exhaustive study of OSHA standards.

The OSHA 10-Hour Construction program does not replace employer-required training for specific equipment, operations, tasks, substances, or workplace hazards.

Working in Construction in New York City?

Construction and demolition workers on certain New York City jobsites are subject to additional Site Safety Training (SST) requirements under NYC Local Law 196.

Workers on covered jobsites generally must have an SST Card demonstrating completion of 40 hours of qualifying safety training.

OSHA 10-Hour Pathway to an SST Worker Card

Under the current NYC Department of Buildings training pathway, a worker may use:

Important

Completing OSHA 10 alone does not satisfy the full NYC SST Worker Card requirement.

Workers who completed a qualifying 10-Hour or 30-Hour OSHA course within the previous five years may also be eligible for a Temporary SST Card, valid for six months, while completing their remaining required SST training.

Learning Objectives

Upon successful completion of this course, participants will be able to:

1. Explain basic workers’ rights, employer responsibilities, OSHA resources, and procedures for reporting workplace safety concerns.
2. Recognize major construction hazards, including falls, electrocution, struck-by hazards, and caught-in or between hazards.
3. Identify basic preventive measures and safe work practices used to reduce construction-related hazards.
4. Recognize the importance and appropriate use of Personal Protective Equipment.
5. Apply fundamental hazard-awareness principles to help promote safer construction work practices.

Course Curriculum

The OSHA 10-Hour Construction Industry Outreach Training Program requires a minimum of 10 hours of instructional contact time.

OSHA Focus Four Hazards — 4 Hours

The course addresses four major categories of construction hazards:

Falls — Minimum 1.5 Hours

Electrocution

Struck-By Hazards

Caught-In or Between Hazards

Falls must receive a minimum of 1.5 hours of instruction. Each of the remaining Focus Four categories must receive at least 30 minutes of instruction.

Elective Topics — Minimum 2 Hours

At least two hours must be selected from OSHA-designated construction elective topics. At least two topics must be presented.

• Concrete and Masonry Construction
• Permit-Required Confined Spaces
• Cranes, Derricks, Hoists, Elevators, and Conveyors
• Ergonomics
• Excavations
• Fire Protection and Prevention
• Materials Handling, Storage, Use, and Disposal
• Motor Vehicles and Mechanized Equipment
• Powered Industrial Vehicles
• Safety and Health Programs
• Scaffolds
• Stairways and Ladders
• Steel Erection
• Hand and Power Tools
• Welding and Cutting

Additional Topics — 2 Hours

The remaining 2 hours may be used to address other construction safety and health hazards or to provide additional instruction on required or elective topics.

Each instructional topic must meet applicable OSHA Outreach Training Program minimum-duration requirements.

Total Training

6 Hours Required + 2 Hours Elective + 2 Hours Additional = 10 Contact Hours

Training Options

In-Person Training

Instructor-led classroom training delivered by an OSHA-Authorized Construction Outreach Trainer.

Live Instructor-Led Videoconference — Zoom

When scheduled, the course may be delivered through live videoconference in accordance with applicable OSHA Outreach Training Program requirements.

Remote participants must:

• Attend the training live
• Maintain functioning camera and audio equipment
• Remain visible and actively engaged throughout the training
• Participate in required learning activities
• Comply with attendance and identity-verification requirements

This is live instructor-led training and is not a self-paced or prerecorded online course.

Course Duration

The course requires a minimum of 10 contact hours.

OSHA limits Outreach Training to a maximum of 7.5 contact hours per calendar day. Therefore, OSHA 10-Hour training must be conducted over a minimum of two calendar days.

Meal periods, breaks, attendance procedures, and administrative activities do not count toward the required instructional contact hours.

Prerequisites

There are no OSHA course prerequisites required to enroll in the OSHA 10-Hour Construction Industry Outreach Training Program.

Participants are not required to be currently employed to attend the course.

Course Completion Requirements

To successfully complete the program, participants must:

• Attend 100% of the required 10 contact hours
• Complete all required OSHA Outreach topics
• Participate in instructional activities
• Comply with attendance and identity-verification procedures
• Meet all applicable OSHA Outreach Training Program requirements

Participants who do not complete the required instructional hours and topics are not eligible for an OSHA Outreach Training Program Student Course Completion Card.

Upon Successful Completion

Eligible participants may receive:

Certificate of Completion

A course completion certificate documenting successful completion of the training.

OSHA Outreach Training Program Student Course Completion Card

Following successful completion, the OSHA-authorized trainer submits the required class documentation through the trainer’s Authorizing Training Organization for processing of the student’s course completion card.

The OSHA card is a course completion card. It is not a professional certification or occupational license.

Important OSHA Program Information

The OSHA Outreach Training Program is a voluntary federal workplace safety and health hazard-awareness program.

OSHA does not certify or license students through the Outreach Training Program.

Outreach Training does not replace employer-required training for specific workplace hazards, equipment, operations, tasks, chemicals, or exposures.

Employers remain responsible for providing workers with the safety and health training required for the hazards associated with their specific jobs.
