Course Description

The OSHA 30-Hour Construction Industry Outreach Training Program provides comprehensive safety and health hazard-awareness training focused on the recognition, avoidance, prevention, and control of hazards commonly encountered in the construction industry.

The program is intended primarily for supervisors, forepersons, crew leaders, and workers who have safety-related responsibilities. It provides greater depth and a broader variety of safety and health topics than the OSHA 10-Hour Construction Outreach Training Program.

Throughout the training, participants examine construction-related hazards, discuss preventive measures, participate in interactive learning activities, and develop practical knowledge that can contribute to safer decision-making and the prevention of occupational injuries and illnesses.

The OSHA Outreach Training Program is a hazard-awareness training program. It does not replace employer-required training for specific tasks, equipment, substances, operations, or workplace exposures, and completion of the program does not constitute a professional license or occupational certification.

Learning Objectives

Upon successful completion of the program, participants will be able to:

1. Explain workers’ rights, employer responsibilities, OSHA resources, and procedures for reporting workplace hazards or filing a complaint.
2. Identify and evaluate major construction hazards, including falls, electrocution, struck-by hazards, and caught-in or between hazards.
3. Select and apply appropriate basic hazard-prevention and control measures, including safe work practices and the proper use of Personal Protective Equipment.
4. Recognize hazards associated with ladders, scaffolds, excavations, tools, equipment, material handling, and other construction activities.
5. Apply fundamental principles of safety management, communication, workplace inspection, and preventive leadership to help support a safer work environment.

Course Content

The OSHA 30-Hour Construction Industry Outreach Training Program includes a minimum of 30 hours of instruction organized in accordance with applicable OSHA Outreach Training Program requirements.

OSHA Focus Four Hazards — 6 Hours

The program addresses OSHA’s four major construction hazard categories:

Falls

Minimum instruction: 1.5 hours

Topics may include fall hazard recognition, fall prevention systems, guardrails, personal fall arrest systems, floor openings, leading edges, and safe work practices.

Electrocution

Topics may include electrical hazard recognition, contact with energized equipment, overhead and underground power lines, grounding, temporary wiring, and preventive measures.

Struck-By Hazards

Topics may include hazards involving vehicles, falling objects, flying objects, construction equipment, cranes, and material-handling operations.

Caught-In or Between Hazards

Topics may include excavations, trenches, machinery, equipment, structural components, rotating equipment, and other situations in which workers could become caught, crushed, compressed, or trapped.

Elective Topics — Minimum 12 Hours

The instructor must provide a minimum of 12 hours of elective training and select at least six applicable topics in accordance with OSHA Construction Outreach Training procedures.

Elective topics may include:

• Confined Spaces
• Cranes, Derricks, Hoists, Elevators, and Conveyors
• Ergonomics
• Excavations
• Fire Protection and Prevention
• Materials Handling, Storage, Use, and Disposal

• Safety and Health Programs
• Scaffolds

• Hand and Power Tools

• Foundations for Safety Leadership

When selected as part of the course, Foundations for Safety Leadership requires the applicable minimum instructional time established by OSHA.

Additional Topics — 4 Hours

The program also includes 4 additional hours that may be used to expand required or elective topics or address other construction safety and health hazards relevant to the participants and work environment.

Instructional topics are presented in segments consistent with applicable OSHA Outreach Training Program requirements.

Instructional Methodology

7 Safety Training LLC uses an interactive, adult-learning approach designed to encourage participation and practical application of safety concepts.

Instruction may include:

• Instructor-led presentations
• Construction hazard recognition exercises

• Demonstrations
• Individual and group activities
• Audiovisual training resources
• Practical application exercises
• Knowledge checks and learning assessments

Participants are encouraged to relate course concepts to construction activities and workplace conditions they may encounter in the field.

Course Duration and Scheduling

The OSHA 30-Hour Construction Industry Outreach Training Program requires a minimum of 30 contact hours of instruction.

OSHA limits Outreach Training instruction to a maximum of 7.5 contact hours per calendar day. Therefore, the 30-Hour program must be conducted over a minimum of four calendar days.

Meal periods, breaks, attendance procedures, administrative activities, and optional testing time are not counted toward OSHA-required contact hours.

When training is conducted over multiple sessions, the complete course must be completed within the period permitted under the OSHA Outreach Training Program.

7 Safety Training LLC and the OSHA-authorized trainer maintain the applicable course documentation, including detailed topic schedules and instructional records.

Training Delivery Methods

In-Person Training

Instructor-led classroom training delivered by an OSHA-Authorized Construction Outreach Trainer.

Live Instructor-Led Videoconference

When available, the program may be delivered through live remote videoconference by an OSHA-authorized trainer, subject to applicable OSHA Outreach Training Program requirements and the requirements of the trainer’s Authorizing Training Organization.

Students participating remotely must comply with all applicable identity verification, attendance, participation, camera, audio, and training-monitoring requirements.

Live videoconference training is not the same as self-paced or prerecorded online training.

Prerequisites

There are no OSHA training prerequisites required to participate in the OSHA 30-Hour Construction Industry Outreach Training Program.

The program is recommended primarily for:

• Construction workers with safety responsibilities
• Individuals seeking more advanced construction hazard-awareness training

Participants do not need to be currently employed in order to attend the program.

Course Completion Requirements

To successfully complete the OSHA 30-Hour Construction Industry Outreach Training Program, participants must:

• Attend 100% of the required 30 contact hours.
• Complete all required training topics.
• Meet applicable OSHA Outreach Training Program requirements.
• Actively participate in discussions, exercises, demonstrations, and instructional activities.
• Comply with attendance, identity verification, participation, and conduct requirements.
• Complete applicable learning assessments and continuing education requirements established by 7 Safety Training LLC.

A participant who does not complete the required training hours and course content is not eligible for an OSHA Outreach Training Program Student Course Completion Card.

Requirements for 3.0 IACET CEUs

When IACET CEUs are offered for this course, participants must satisfy the applicable continuing education requirements established by 7 Safety Training LLC.

Requirements may include:

• 100% attendance
• Completion of registration and continuing education documentation
• Active participation in training activities
• Completion of required learning assessments
• Achievement of the established passing criteria, when applicable
• Completion of the course evaluation
• Compliance with identity verification requirements
• Completion of all applicable course requirements

Upon successful completion of an eligible 30-contact-hour learning event, participants may be awarded 3.0 IACET CEUs in accordance with 7 Safety Training LLC’s approved continuing education policies.

Documents Received Upon Successful Completion

7 Safety Training LLC Certificate of Completion

Participants who successfully meet the applicable course completion requirements may receive a Certificate of Completion issued by 7 Safety Training LLC.

OSHA Outreach Training Program Student Course Completion Card

Following successful completion of the OSHA 30-Hour Construction Industry Outreach Training Program, the OSHA-authorized trainer submits the applicable course documentation through the trainer’s Authorizing Training Organization (ATO) for processing of the OSHA Outreach Training Program Student Course Completion Card.

The card is a course completion card and should not be represented as an OSHA license, professional certification, or occupational credential.

OSHA 30 Card Validity

OSHA Outreach Training Program course completion cards do not have a general federal expiration date established by OSHA.

However, employers, unions, contractual requirements, states, municipalities, and other jurisdictions may establish additional requirements regarding how recently training must have been completed.

Workers should always verify the specific training requirements applicable to their employer, project, contract, or jurisdiction.

OSHA 30 and NYC Site Safety Training – SST

Working on a Construction Site in New York City?

The OSHA 30-Hour Construction Industry Outreach Training Program may be used as part of the training requirements for obtaining an eligible NYC Site Safety Training (SST) Card, subject to current New York City Department of Buildings requirements.

Additional NYC DOB-approved SST training may be required depending on the worker’s position, training history, and type of SST card being requested.

7 Safety Training LLC is a NYC Department of Buildings Registered Course Provider – CP126.

NYC DOB course-provider status is separate from OSHA’s Outreach Training Program and should not be interpreted as NYC DOB approval of OSHA Outreach Training.
